=Finalize Report to 2022 Special Town Meeting=<br />
<br />
Tonight, the board will finalize its report to the special town<br />
meeting. There are three zoning articles. The board voted on them<br />
during a previous meeting; tonight we're just working on the report.<br />
<br />
==STM Article 2 - Family Child Care==<br />
<br />
This article proposes to change the use "family child care" from<br />
special permit to by right.<br />
<br />
(Jenny Raitt, Planning Director) Ms. Raitt notes that family child<br />
care is not an allowed use in the industrial district. She asks if<br />
the board would like to amend their earlier vote by allowing family<br />
child care in that district as well, as there are single-family homes<br />
there.<br />
<br />
(Eugene Benson, ARB) Mr. Benson objects to allowing that use in the<br />
industrial district. He'd rather reserve them for industrial uses.<br />
<br />
(Jenny Raitt) Ms. Raitt says that Ms. Lynema looked at the licensed<br />
child care facilities in town. All of them are in the residential<br />
districts.<br />
<br />
(Kin Lau, ARB) Mr. Lau would prefer to leave out the industrial<br />
district.<br />
<br />
(Melisa Tintocalis, ARB) Ms. Tintocalis has no feelings either way.<br />
<br />
(Steve Revilak, ARB) Mr. Revilak is fine with the main motion as-is,<br />
where home child care isn't allowed in the industrial district.<br />
<br />
==STM Article 3 - Signs==<br />
<br />
This article would create a category of signs for use on shared<br />
mobility stations (e.g., BlueBikes) and EV charging stations.<br />
<br />
The board discusses proposed edits, and decides to strike them.<br />
<br />
==STM Article 4 - Non-conforming single- and two-family dwellings==<br />
<br />
This article would remove section 8.1.3(C) from our zoning bylaw,<br />
due to conflicts with case law.<br />
<br />
There's some wordsmithing on a few sentences in the Discussion section<br />
of the report.<br />
<br />
There's a motion to adopt the report to special town meeting, as<br />
amended; passes, 5--0.<br />
<br />
Mr. Lau asks when the board will go back to meeting in person.<br />
Probably after town meeting ends, since town meeting is being held<br />
virtually and several board members need to attend both ARB meetings<br />
and town meeting.<br />

The board adjourns to town meeting.<br />
